Opinion Finds Federal Law Preempts State Law; Federal Ballots without Witness Address Are Lawful, Must be Counted
Fairfax, October 27- Attorney General Bob McDonnell released a formal opinion today concluding that federal absentee ballots from overseas military voters lacking the printed name and address of a witness must be counted. The opinion affirms that federal law preempts state law, thus clarifying the state and federal statutes regarding the issue. The confusion centered over whether a state law requiring a witness's printed name and address controls federal absentee ballots or the federal law governs this issue. The opinion was requested by Delegate Bill Janis (R-Henrico) and is attached to this release.

Registration is open for “Systematic Training for Effective Parenting,” (STEP), “Living Apart – Parenting Together,”(LAPT), and “When Families Get Angry,” (Anger Management), three parenting classes offered in both English and Spanish through the Prince William Office of the Virginia Cooperative Extension. STEP is a six-week discussion group for parents and others who want to learn more effective ways to communicate and discipline. Living Apart – Parenting Together is a two-session, four-hour class that encourages parents living apart to work out parenting decisions without putting their children in the middle. When Families Get Angry is a three session, six hour course, developed to assist parents in understanding and constructively dealing with anger in the home. Extreme temperatures can destroy car batteries, stress the vehicle's cooling system and causes tire pressure to drop which reduces your miles per gallon. Excessive temperatures, cold cranks and overcharging can shorten the life of a vehicle battery. The battery is the heart of the vehicle's electrical charging system. To get the most life out of a battery, Drollinger recommends having the vehicle's electrical system checked to make sure it is charging at the correct rate. Drollinger also recommends vehicle owner's keep the top of the battery clean. Dirt can become a conductor, which drains battery power. If corrosion accumulates on battery terminals, it becomes an insulator and inhibits the current flow.

I’m tremendously disappointed in the State Corporation Commission’s decision to approve Dominion’s 500kV transmission lines- running through some of the most environmentally and historically sensitive areas of the County- within sight of the Manassas National Battlefield. But considering Governor Tim Kaine’s appointment of Jim Dimitri, who had litigated on behalf of Dominion, to the SCC, I suppose it was a fait accompli. Appointing someone intimately involved in an industry to be a regulator is just bad leadership. In Washington, this mentality has contributed to our current financial crisis. If the Governor claims this decision isn’t tainted by his appointment of an advocate for an industry to its regulating body he’s crazy.

The Lieutenant Governor’s Challenge: “Your Heart is in Your Hands” Press Conference

Lieutenant Governor Bill Bolling will announce a fitness and nutrition challenge to get Virginians active and reduce the risk of heart disease.
Heart disease is the leading cause of death in America for both men and women and nearly 20,000 Virginians die every year from heart related illness. However, healthier living, regular exercise and an improved diet can reduce the risk of heart and cardiovascular disease by up to 82%.
Lieutenant Governor Bolling will be joined by representatives from the American Heart Association, YMCA of Greater Richmond and other leading health care organizations to outline the fitness challenge and heart health public information campaign.

The Virginia Department of Agriculture and Consumer Services (VDACS) has confirmed the first case of Eastern Equine Encephalitis (EEE) in a horse this year. The 15-month old male pony was from Virginia Beach and was unvaccinated for EEE. He was sick for two days with a high fever and abnormal neurologic signs, euthanized on September 19 and samples were taken to the VDACS Regional Animal Health Laboratory in Ivor for necropsy on September 26, 2008.
